HALPIN, Patrick H.
HALPIN, Patrick H. (Dec. 25, 1849 in the mid-Atlantic on the boat bringing his parents from Ireland--Dubuque, IA, Dec. 1, 1931). Halpin served as County Clerk from January 1, 1891 to December 31, 1896 and then was a member of the Dubuque County Board of Supervisors from January 1, 1899 until December 31, 1901. The county official responsible for poor relief from 1905 until 1916, Halpin also served on the State Inheritance Tax Appraisal Board from 1907 until his death.
Halpin was a director of the DUBUQUE COUNTY BANK and a stockholder in the EXCELSIOR BRASS WORKS. He was also on the executive committee of the Personal Liberty Association of Dubuque.
