COWS. Among the stray animals, cows appeared as a problem on many instances. In 1880, residents of Broadway complained to cows running at large, breaking into gardens, and destroying flower beds. According to the news article, there appeared to be some question as to whether there was a law against the animals roaming freely. (1)
