COWS. Among the stray animals which wandered the early city of Dubuque, cows appeared as the specific problem on many instances. In 1880, residents of Broadway complained of cows running at large, breaking into gardens, and destroying flower beds. According to the news article, there appeared to be some question as to whether there was a law against the animals roaming freely. (1)
