DUBUQUE AREA CONGREGATIONS UNITED | DUBUQUE AREA CONGREGATIONS UNITED. Founded in 1979, the organization was originally known as the Dubuque Area Christians United. In 1994, the organization voted 17-11 to revise its by-laws, open its memberships to all faiths, and rename itself. [[TEMPLE BETH-EL]], Dubuque only Jewish congregation, joined DACU in 1995. DUBUQUE AREA CONGREGATIONS UNITED. Founded in 1979, the organization was originally known as the Dubuque Area Christians United. In 1994, the organization voted 17-11 to revise its by-laws, open its memberships to all faiths, and rename itself. TEMPLE BETH-EL, Dubuque only Jewish congregation, joined DACU in 1995. In 1999 Ann Barrash, from Temple Beth-El, became DACU's first Jewish president. (1)
