WICKHAM, Thomas Jr. (Dubuque, IA-- ). On February 12, 2012, Thomas J. Wickham, Jr., son of Thomas J. Wickham Sr. and Brenda Wickham, was appointed by Speaker of the House of Representatives John Boehner (R-OH) as House Parliamentarian. Wickham served as an Assistant Parliamentarian in the House starting in April of 1995.

The Parliamentarian is a nonpartisan official appointed by the Speaker of the House to render objective assistance on legislative and parliamentary procedure to the House of Representatives. During proceedings on the floor, the Parliamentarian sits to the Speaker’s right on the dais. Wickham is the fifth person to hold the title of House Parliamentarian since 1927 and the twentieth person to server the function since the role was created in 1857. Prior to 1927 the role went by the title of Messenger to the Speaker (1857-1868) and then Clerk of the Speakers Table (1869-1926).

Wickham, a graduate of Western Dubuque High School in Epworth, was a recipient of the WDHS Distinguished Alumni Award.
