WARNER, Gary L.
WARNER, Gary L. (Farragut, IA-- ). Executive Director, AREA RESIDENTIAL CARE, INC.. Warner served as the ARC director from 1972 to 1997. With a bachelor of science degree in psychology from Iowa State University and a master of science degree in educational psychology from the University of Iowa, Warner served as the special education director for the Dubuque County School System for three years. Prior to that, he had served as the federal programs director for the Western Dubuque School District. As a school psychologist, Warner directed the Head Start Program, a tri-county program for disadvantaged preschool children under the River Valley Community Action Program, from 1967 to 1972.
As the executive director of ARC, Warner worked to provide the organization's clients with the most independent and least restrictive living and working arrangements. This meant moving away from centralized residential treatment facilities to group homes and supervised apartments. It also meant working with area employers to encourage the hiring of people with disabilities. He watched the budget of the organization grow from $350,000 to $7.5 million.
