PHILADELPHIA SYSTEM
PHILADELPHIA SYSTEM. For the convenience of postal delivery, the Philadelphia System was adopted for the City of Dubuque on July 7, 1873. According to the system, one hundred numbers would be assigned to each side of a block. First Street would be the basis of numbering streets running north below the bluff. Bluff Street would be the basis for streets running east to the river. Odd numbers would fall on the left hand side of the street.
