OWLS (paper). In 1981 the Dubuque County Supervisors ordered six papier-mâché owls placed near the roof of the DUBUQUE COUNTY COURTHOUSE. The Supervisors hoped a huge flock of pigeons, whose droppings threatened to damage the roof, would be frightened away.
