OUTDOOR DINING. Open air dining on the sidewalks of Dubuque was first made possible in 2003. On July 7th the city council approved an ordinance to allow restaurants in the downtown, CABLE CAR SQUARE, FOUNTAIN PARK, and the PORT OF DUBUQUE to set up sidewalk cafes.

Restaurant owners needed to apply for a permit. To receive the permit, there had to be three feet of unobstructed sidewalk adjacent to the street. A fence had to separate the service area from the pedestrian walkway. Cafes could be open only between 7:00 a.m. and 10 p.m. Sunday through Thursday and between 7:00 a.m. and 12 a.m. Friday and Saturday. An employee had to monitor the outdoor seating at all times and alcohol could be served.
