NOLL, Joseph
NOLL, Joseph. (Muscatine, IA-- ). In 1971, Noll, a graduate of St. Ambrose College in Davenport, was a supervisor of community services for what beame AREA RESIDENTIAL CARE, INC. in Dubuque. In that year he was a member of a steering committee for a trial program providing ecumenical religion lasses for the trainable mentally retarded of the Dubuque area. Through their efforts with 101 adult and high-school volunteers, 70 trainable retarded, primarily children, met Tuesday evenings for religion instruction at the Area Residential Care Center. (1) In May of that year he presented a slide show he produced, "He Ain't Heavy," to the delegates of the Youth-Iowa Association for Retarded Children. (2)
Noll was one of the charter members of what became the Jackson Park Neighborhood Association.
In 2009 he was appointed one of the at-large community representatives to the Crime Prevention Task Force in Dubuque to study the causes and develop a plan to address crime in the city.
