MELOY, Harold P. (Bernard, IA, Mar. 13, 1909--Dubuque, IA, Nov. 29, 2002). Harold was one of eight sons and three daughters of Elmer E. and Ann M. (McLaughlin) Meloy. He graduated from Bernard Public School in 1923, as class valedictorian.

Meloy held the position of county auditor for twenty-six years, believed to be a record for anyone in that office. Meloy claimed to be among the first local candidates to use RADIO advertising. He ran an unsuccessful campaign for auditor in 1936 against incumbent Peter J. KIES and again in 1938 against Allen DAYKIN. Meloy ran successfully in 1950 against Daykin using the slogan, "It's Time for a Change."

Meloy stated in 1977 that his most significant contribution to county government was the mechanization he brought to the office. In January 1951, when Meloy took office, all accounts, payroll records, and tax records were kept by hand. Tax machines were installed in 1952. Computerized voter registration became a reality in 1970. In 1975 a mini-computer was purchased to handle payroll. In 1976 Meloy was defeated in the spring Democratic primary by George Brown and again in the November election by Brown when Meloy ran as an independent.
