KENNEDY MANOR APARTMENTS
KENNEDY MANOR APARTMENTS. Kennedy Manor Apartments, a 73-unit complex, was constructed in 1970 by Ecumenical Housing Corporation which owned and managed the project on a nonprofit basis. By law-the project was financed through the Federal Housing Administration (FHA) under section 236 of the Urban Development Act of 1968--20% of the units could be made available to low income tenants on a rent-supplement basis. Under this plan, a tenant earning less than the FHA limit of before-taxes income--at the time $4,200 for a family of two living in a one bedroom apartment paid 25% of his/her income as rent.
The rest of the units would be offered at one of two fixed rental rates, determined by income and adjusted to apartment size. Rent and income levels were set by the FHA. All rents included utilities except phone service. Apartments were rented on the basis of need with lower-income families receiving priority.
The corporation and CATHOLIC CHARITIES OF THE ARCHDIOCESE OF DUBUQUE worked as a referral agency to other community groups with tenants to offer them counseling or rehabilitative needs. Tenants also formed their own advisory board to enable them to share in decision-making.
The 1974 through 1993 Dubuque City Directory listed 2671 Owen Court.
