HARBOUR CENTER FOR FREEDOM FROM ADDICTION (THE). Opened in September, 1988, The Harbour announced that it would merge with the Dubuque/Jackson County Mental Health Center on November 1, 1989. The Harbour continued to be a chemical addiction treatment center, however it would have access to the larger facilities for treating chemically dependent people who also needed mental health care. This would meet the needs of a wider variety of clients.
