HAPPY JOE'S PIZZA AND ICE CREAM PARLOR. A native of North Dakota, Joe Whitty was determined to open a restaurant that would be family-oriented and kid-oriented. Eventually, the Figges of Davenport Bank saw merit in the idea. The first Happy Joe's was opened in the Village of East Davenport on November 16, 1972.

The 1977 through 2013 Dubuque City Directory listed 855 Century Drive.

The 1985 through 1993 Dubuque City Directory listed Happy Joe's Delivery and Carry Out at 1099 University.
