GOODMANN, Teri Hawks

GOODMANN, Teri Hawks. (Davenport, IA-- ). An active life of political work began after moving to Dubuque. She worked sixteen years as a political campaign manager and consultant and managed campaigns for city, county, and state legislative campaigns from 1979 to 2011. She also coordinated and served in leadership roles for many congressional and presidential campaigns. In 1988 she supported Joe Biden's first presidential attempt and started a friendship with the future vice-president that continued. (1)

Prior to joining the City of Dubuque, Teri led the development efforts of the NATIONAL MISSISSIPPI RIVER MUSEUM AND AQUARIUM including the management of government relations and strategic partnerships, fund development, national outreach and education as the Director of National Advancement for the NMRMA and National Rivers Hall of Fame. In this capacity, she was the lead campaign coordinator for the America's River project, the $188 million phase one riverfront redevelopment initiative in Dubuque, Iowa which opened in 2003. In addition, she was responsible for launching and managing the museum’s national education and outreach program RiverWorks Discovery featuring the conservation, commerce and culture of the rivers of America. Teri was appointed the assistant city Manager in February 2008. Her responsibilities in this position included intergovernmental relations, strategic partnerships, and private and public grant funding. She is the Dubuque's legislative liaison working with city, county, state and federal elected and appointed government officials.

Teri served on many boards and commissions. Past gubernatorial appointments include by Governor Vilsack to the Vertical Infrastructure Advisory Committee and State Historical Society of Iowa and by Governor Culver to the State of Iowa Smart Growth Planning Task Force, the Mississippi River Partnership Council and as Co-Chair of the Commercial Property Tax Reform Task Force. She was a trustee of CLARKE UNIVERSITY and the National Waterways Foundation; a founding steering committee member of America's Watershed Initiative, the national advisory board of the Coalition to Restore Coastal Louisiana; the Iowa chapter of the Nature Conservancy; the John C. Culver Public Policy Center at Simpson College; past chair of the Dubuque Regional Airport Commission; HILLCREST FAMILY SERVICES; Dubuque Initiatives; the Friends of the Mines of Spain and the DUBUQUE ARBORETUM AND BOTANICAL GARDENS. Other appointments have included EPA Administrator Lisa Jackson appointing her to the Governmental Advisory Committee advising the Commission for Environmental Cooperation, Governor Branstad to the Norman Borlaug Congressional Statue Commissioning Committee, and the Dubuque County Board of Supervisors to the Judicial Nominating Board. She was inducted into the Dubuque County Democrats Hall of Fame in 2013. (4)

In August, 2020 Goodman announced that she would be retiring as the assistant city manager effective September 11th. Appointed to the position in 2007, she was leaving for family priorities including the shared education of two grandchildren. She intended to continue volunteering in the community. (5)

On March 2, 2001 city officials announced that former Dubuque Assistant City Manager Teri Goodmann had rejoined the City of Dubuque organization in a new, part-time role.

Effective March 1st, Goodmann became the City’s director of strategic partnerships. Responsibilities of this new, part-time position included interacting with local, state, and federal legislative bodies, government agencies, and the City’s partners to represent the City’s business plans, partnerships, and interests. The new director of strategic partnerships position reported to the city manager. The full-time position she held remained vacant since her resignation and was being eliminated. (6)

In January, 2022 it was announced that Goodmann had been appointed to chair a federal commission seeking to advance the development of federal land and buildings in Washington, D.C. and the surrounding National Capital Region together with guiding the overall planning of the development of the capital The six-year term as the chair of the National Capital Planning Commission was a volunteer position and did not require her to quit working for the City of Dubuque.
