FLATS. A six-block section of Dubuque's north end bordered by the railroad tracks, Sycamore, 14th, and 16th STREETS, the area's residents carried deep loyalties.

"The Flats" had its first official Flats Peoples' Reunion in 1971 organized by Floyd Bennett, a machinist at the JOHN DEERE DUBUQUE WORKS, and up to seventy volunteers. A Friday night reception was held at Riverside Bowl, and a picnic was planned for Sunday. An estimated 1,200 people participated in the picnic.

The second reunion picnic, held in 1975, saw people come from states as distant as Arizona and California.
