EXOTIC PETS. The practice of Phil Smith, a resident of Dubuque, to "walk" his boa constrictor by wrapping it around his neck and heading for TOWN CLOCK PLAZA led to complaints from other citizens. In May, 1984 Smith met with the city council to explain his walks, but the council agreed that an ordinance preventing such activity should be written.
