DUBUQUE DAILY LEDGER. The Dubuque Daily Ledger was established in September, 1858 with Flaven and Company as its publishers. (1) In July 1891 it was reported that the Ledger, "an independent republican (sic) paper," would be the official organ of an African-American anti-prohibition league. (2)
