BROWN, Donald E. (Jesup, IA- ). Postmaster. Brown was appointed Postmaster of Dubuque effective March 23, 1991. He succeeded Charles J. MURPHY who retired on November 30,1990.

Brown joined the U.S. Postal Service in Jesup in August 1963, as the Acting Postmaster and distribution/ window clerk. He later served as a rural carrier at Hazleton, Iowa; postal inspector in Peoria, Illinois and Waterloo and Des Moines, Iowa; and Postal Operations Officer in the Des Moines Division at Des Moines. He also served as Officer-in-Charge at Waterloo.

In Dubuque, Brown took over an office serving 90,000 people. The post office, with 169 employees, served 1,468 post office boxes and six rural delivery routes. For the 1991 fiscal year, the Dubuque post office showed revenues of $28 million. This was an increase over the $24 million received in 1990 and the $7 million registered in 1980. Perhaps the most controversial action of the postal service occurred soon after Brown assumed his office. Beginning on August 6, 1991, Dubuque mail was sent to Cedar Rapids for processing. Cedar Rapids was one of five automated sites in Iowa chosen to serve the remaining 889 post offices.
