BOWEN, Edward E. (Dubuque, IA, June 16, 1869---Dubuque, IA, Dec. 23, 1942). A member of the local bar for over fifty years, Bowen served as county attorney from January 1, 1889 to December 31, 1902. He was succeeded in office by his law partner, Thomas J. FITZPATRICK.
