BIKE LANES. The announcement was made on December 8, 2023, that city staff working with Dubuque Forward, a nonprofit, had selected the route for Dubuque's first bake lanes located on city streets. In documents presented to the city council, staff recommended a west-bound land downtown on 10th Street and an eastbound lane on Ninth Street. Those two lanes would connect via Bluff Street and via Elm Street near the Dubuque Intermodal Center.

City council members also approved a grant application for the Dubuque Metropolitan Area Transportation Study's transportation alternatives program. If awarded, the grant would finance an extension of the Ninth Street bike lane eastward to its intersection with Pine Street and create another bike lane on 11th Street between the intersections of Elm Street and Pine.

The initiatives were considered the beginning of a project to install a larger network of bike lanes downtown. The city also hoped to use some of the $214,589 in potential grant funds to extend the Lower Bee Branch trail network to connect the Millwork District. If the grant was awarded, the city would need to contribute $93,882 toward the project. The Bee Branch extension would create a new path from the area of the Alliant Energy Downtown Dubuque Solar Garden to East 11th. It also included creating a crosswalk on 11th Street at the intersection with Pine Street and widening the sidewalk on Pine Street from 5 feet to 10 feet.

Staff intended to have the new bike lanes usable by the spring of 2024 with the construction of trail extension occurring in 2025.
