ARTS AND CULTURAL SCENE. In 2004 Dubuque created an Arts and Cultural Affairs Advisory Commission and allocated $3 million in funding. In 2012 a study revealed that the Dubuque arts and cultural activities had an impact of $47.2 million to the community and supported 1,530 full-time jobs.

Early in May 2015 an international consulting team from Lord Cultural Resources visited Dubuque as part of the city's plan to generate more interest and opportunities. Among the cultural offerings were events including Voices in the Warehouse and the Julien Dubuque International Film Festival. Sites included the Mississippi Riverwalk, DUBUQUE ARBORETUM AND BOTANICAL GARDENS, and the NATIONAL MISSISSIPPI RIVER MUSEUM AND AQUARIUM.

The city's plan in May was named the Arts and Culture Master Plan and was intended as a collaboration involving artists and arts organizations city-wide.
