APAC TELEMARKETING CORP. A suburban Chicago company, APAC announced its plans to come to Dubuque in 1990. The company announced it would hire between 250-300 people in a regional office in Cedar Rapids with as many as 120 other people in two other Iowa offices. Starting pay was $5.25 per hour with performance bonuses up to 20% of the hourly wage.

Dubuque was chosen because it was a college town from which students had flexible hours. According to one officials, Iowans made good employees because they had no accent, had good diction and used good business English.
