900 BLOCK CLUB. The 900 Club was an informal organization of merchants, bankers and business people operating on the 900 Block in Dubuque's downtown in the early 1900s. In 1920 the Club celebrated the opening of the J. C. PENNEY COMPANY with ceremonies and music.
