RICHARDS, C. J. (Otsego Co., NY, June 27,1812-- ). Richards came to Illinois in 1834 and in 1836 he moved to Milwaukee when there was less than 1,000 people there. He lived there eighteen years before settling in Dubuque in 1853.

Richards worked in the mercantile business. He later moved to Seminary Avenue and engaged in fruit growing on ten acres of land. He served as Street Commissioner of Dubuque three years.
