PENN PLACE. Westside apartment complex formally known as Hamilton Glenn. In February 1979, a Dubuque investment group headed by Eric Schulz and Jesse McIntyre purchased the complex for $3.4 million, believed then to be the single largest real estate transaction recorded in Dubuque County. At the time Hamilton Glenn comprised 198 apartments in fourteen buildings with garages and a swimming pool. The buildings were located on seventeen acres located across from STEPHEN HEMPSTEAD HIGH SCHOOL along Pennsylvania Avenue.
