He was a miner until admitted to the practice of law on February 14, 1871. He served as a member of the Idaho House of Representatives in 1870-1871 and the Senate in 1874-1875.

Between 1879 and 1883 Hawley served as the district attorney for the Second District. He was the U.S. attorney for Idaho 1884 to 1887. Hawley was elected mayor of Boise and served in 1904-1905. He was one of the prosecution attorneys when leaders of the Western Federation of Miners were charged with conspiracy in the 1905 assassination of Frank Steunenberg, the former governor of Idaho.
