BLUFF STREET NEIGHBORHOOD ASSOCIATION. Founded around 2001, the Bluff Street Neighborhood Association was formed for residences bordered by Bluff Street from 5th to 1st STREETS, Emmet Street and 4th Street west of Bluff.

The organization led efforts to install historically accurate streetlights to those placed elsewhere according to the Downtown Master Plan. The Association was also involved in the placing of luminaria from 1st to 5th streets during the holiday season.
