LACY, Frank
LACY, Frank. (Dubuque, IA, Feb. 22, 1881--Dubuque, IA, Sept. 2, 1965). Beginning in 1933 Lacy practiced law independently after years of partnerships.
He served as a director of the IOWA TRUST AND SAVINGS BANK and the KEY CITY GAS COMPANY. He was president of the DUBUQUE ART ASSOCIATION and the board of the CARNEGIE-STOUT PUBLIC LIBRARY, and trustee of the DUBUQUE BOYS' CLUB and the FINLEY HOSPITAL (THE). In 1955 he announced his resignation fro the Dubuque County Welfare Board. He had served on the board since it was established in 1934 as the Old Age Assistance office.(1)
