KEAN, James J. (Dubuque, IA-Dubuque, IA, July 20, 1979). MAYOR. Kean, a city councilman from 1960 to 1965, served as mayor of Dubuque in 1963. He was remembered for the Mayor's Committee for Industrial Development, strong support for downtown redevelopment, and the construction of the FLOODWALL. A member of the Professional Photographers of Iowa, Kean owned Mould Studio since 1958.
