KOLB, Raymond F.(Elizabeth, IL-Dubuque, IA, Sept. 10, 1959). MAYOR. In 1906 Kolb moved with his family to Dubuque. In 1942 he enlisted in the military when over forty years of age and was discharged in 1944 with the rank of aviation machinist's mate first class. (1)

Kolb returned to Dubuque as opened KOLB'S JEWELRY. He was a charter member of AMVETS Post 3 where he served as the post financial officer. In 1950 he was serving his second term as president of the Central Avenue Council, a business group, and was a Democratic committeeman for the ninth precinct. (2) Kolb also served as chairman of the Dubuque County Soldiers' Relief Commission. In 1950 he made his first attempt at elective office by running for the Dubuque City Council. (3)

Kolb was elected to the City Council in 1950 and served two terms. He was chosen mayor by the council members in 1952. One of his actions was to declare the opening of Dubuque's "fly control campaign" responding to the health concerns of the time. (4) In 1957 Kolb lost a council primary election.
