UPPER MISSISSIPPI RIVER IMPROVEMENT ASSOCIATION. Navigation along the MISSISSIPPI RIVER had proven difficult for years. Efforts at creating and maintaining a 4.5 foot deep channel proved inadequate. Businesses from Minneapolis to the mouth of the Missouri River organized into the Upper Mississippi River Improvement Association and petitioned Congress in 1904 to develop a six-foot channel. (1)
