HEITZMAN, Harriet. ( -- ). On January 19, 1996, Harriet was honored by the Dubuque County Fine Arts Society with the Elisha Darlin Arts Award or her outstanding contributions to the cultural life of Dubuque.

At the time of the presentation, Harriet had been a board member of Dubuque Arts Council Artists in Residence (DACAR) for twelve years and was active in fund raising, hospitality, and programming. She served as Chair of the Program Committee of the Dubuque Arts Council Artists in Residence (DACAR) program from 1990 to 1994. As the chair, she attended concerts to audition and book new talent. She negotiated contracts and arranged receptions. From 1994 to 1995, she was President Elect and in 1995 became president of the of DACAR.
