PALEN, Joseph. (Dubuque, IA, 1865--Dubuque, IA, June 28, 1916). County Treasurer. Palen campaigned for the office of county treasurer in 1903, but lost to Frederick N. KRETSCHMER. He campaigned again in 1906 and defeated N.J. Ferring. Palen served from January 1, 1907, until June 22, 1916.
