RHOMBERG, Albin Anton. (Dubuque, IA, Nov. 27, 1901-Dubuque, IA, July 8, 1979). City Manager. Rhomberg attended St. Mary's Parochial School, COLUMBIA COLLEGE and Iowa State University before transferring to the college of engineering at Notre Dame University. He graduated maxima cum laude with a degree in civil engineering. He served as the Dubuque County Engineer from 1928 to 1937 and then as the Dubuque City Manager from 1937 to 1951 before establishing his own consulting engineering company.

Before returning to Dubuque, Rhomberg worked in many cities including Chicago, Detroit, and Miami. In becoming city manager in Dubuque, Rhomberg became the first native Dubuquer to hold the position.
