GAVIN, Tom. (Dubuque, IA- ). Regional director for Special Olympics International. In 1991 Gavin directed the sixth annual IOWA SPECIAL OLYMPICS WINTER GAMES, a program he started in Dubuque. Gavin then held the position of Director of Skiing Services for the Disabled and Assistant Ski School Director at SUNDOWN.
