PALEN, Joseph. (Dubuque, IA, 1865--Dubuque, IA, June 28, 1916). Palen campaigned for the office of county treasurer in 1903, but lost to Frederick N. KRETSCHMER. He campaigned again in 1906 and defeated N.J. Ferring. Palen served from January 1, 1907, until June 22, 1916.

In 1913 Palen was elected a director of the Dubuque Baseball and Amusement Company. (1) This organization apparently was reorganized. In 1915 Palen was listed as one of the incorporators of the Dubuque Baseball and Amusement Company, the organization which would back the Dubuque Three-I league baseball club during the year. (2)
