BLANCHARD, B. W. (Ontario, Canada, 1854-- ). Before moving to Dubuque, Blanchard started a newspaper in Stawberry Point, Iowa; served as a reporter for the Des Moines Register in Des Moines; worked as the city editor of Sioux City Journal; and then returned to Des Moines as the city editor of the Des Moines Tribune. Persistent requests from Dennis MAHONY led him to move to Dubuque in 1879 as the city editor of the DAILY TRIBUNE. The following year, he started the DUBUQUE DAILY DISPATCH. This was merged into a weekly and Blanchard became the city editor of the DAILY TIMES. He purchased an interest in the Times in 1883 and, in association with his brother, purchased the entire paper during the same year. In the spring of 1884 Iowa Governor Sherman appointed him the state oil inspector of Iowa. (2)
