CHALMERS, John K. (Dubuque, IA, Dec. 20, 1904--Dubuque, IA, Dec. 8, 1993). MAYOR. Chalmers was a member of the Dubuque City Council from 1935 to 1936. When he served as mayor in 1937, he was the youngest person to have ever held that office.
