In 1863, Wolcott came to Dubuque and the following year was appointed trainmaster on the DUBUQUE AND SIOUX CITY RAILROAD. He remained with that road and the Illinois Central until the spring of 1871. He then became Assistant Superintendent for the CHICAGO, CLINTON, DUBUQUE AND MINNESOTA RAILROAD COMPANY.
