In 1989 Connolly won a special election to fill the unexpired term of Robert Carr in the Iowa Senate. In 1990 he was appointed chairman of the Senate Education Committee. Connolly served as a board member of the Dubuque County Democratic Party and Dubuque Child Care. Connolly is the husband of [[CONNOLLY, Martha|Martha CONNOLLY]].
