DOWNTOWN NEIGHBORHOOD ASSOCIATION. Established in 1995, the Downtown Neighborhood Association had as an immediate goal the elimination of rodents and litter in alleys. The objective remained to improve the quality of life for residents, businesses, property owners, and visitors. The Association's boundaries reached from 9th to 17th STREETS including Iowa, Main, Locust and Bluff. (1)
The Association worked closely with many city government departments including ST. MARK COMMUNITY CENTER, MULTICULTURAL FAMILY CENTER, Housing Department, the Catholic Worker Hope House and FOUR OAKS. (2) In 2002 the Association served as arbitrator between residents and a music promoter over noise issues. (3)
Members participated in the annual Downtown Spring Clean-Up, City Expo, National Night Out project, and the Music in Jackson Park free concerts. In 2012 members initiated the "Love Your Neighborhood" project in which neighbors raked neglected yards, trimmed bushes, and planted flowers. (4)
In 2014 signage was installed in JACKSON PARK relating to its history. Members of the Tama Meskwaki tribe were invited to participate as part of the ceremonies related to the memorial monument featuring POTOSA. (5)
Following several shootings and the murder of Nancy Krapfl in 2015, an anti-violence rally sponsored by the Association was held in Jackson Park. An estimated five hundred Dubuque residents attended with a petition circulated asking for improved street lighting in the area of Iowa Street between 16th and 17th STREETS. Similar proactive activities of the Association led to the installation of many video cameras in the area. It was a video camera that aided in the quick arrest of the murder suspect and his eventual conviction. (6)
