HAYES, James. (Dubuque, IA, Feb. 7, 1897--Hines, IL, Oct. 2, 1940). Hayes served as a deputy county auditor under Auditor Cletus Breitbach following WORLD WAR I. He was elected an Iowa state representative from Dubuque County and served from 1929 to 1933.
Hayes left political life to enter the insurance business in Dubuque. He later served as a member of the Iowa Highway Patrol. He became an insurance inspector and was then associated with the National Safety Council. At the time of his death, Hayes was again in the insurance business.
