MCGOVERN, Charles L. (Concord Township, IA, Mar. 1, 1852--Dubuque, IA, Jan. 28, 1925). McGovern had been a postmaster at Holy Cross and a storekeeper before moving to Dubuque in 1893. A Democratic county recorder from January 1, 1901 to December 31, 1906, he previously had served as a township clerk and township assessor. Well-known throughout the county, he sold real estate after leaving office.
