BLASER, Frank J. Sr. (Dubuque, IA--Des Moines, IA, Mar. 20, 1960). "Mr. Income Tax." Blaser, known for his almost encyclopedic memory of tax codes, was able to answer questions and quote cases from memory.  In 1917, Blaser began his career with the Internal Revenue Service when the state office was in Dubuque.  He continued with the agency when it moved to Des Moines in 1929.
