ADAMS, Elsie Payne. (Apr. 27, 1864—Dubuque, IA, Nov. 18, 1941).  Well-known in Dubuque County for her work in development the Parent Teachers’ Association, church work of [[SAINT JOHN'S EPISCOPAL CHURCH]], and the Federated Women’s Club, Adams was also a founder of the [[DUBUQUE VISITING NURSE ASSOCIATION]] and the Dubuque County Library Association.  Adams collected books from her friends and distributed them to rural schools to begin the latter activity. As others joined her project, the association was formed.
