PALEN, Joseph. (Dubuque, IA--Dubuque, IA, June 28, 1916). County Treasurer. Palen campaigned for the office of county treasurer in 1903, but lost to [[KRETSCHMER, Frederick N.|Frederick N. KRETSCHMER]].  He campaigned again in 1906 and defeated N.J. Ferring. Palen served from January 1, 1907, until June 22, 1916.
