AUCTIONEER. On August 18, 1972, Norma Jean Koppen, one of three female civil service guards of women and juvenile prisoners for the Dubuque Police Department, became the first female auctioneer in Dubuque County. She graduated from the Reisch Auction College of Mason City, Iowa, claimed to be the world's largest auctioneering school.
