In 1937 Hail was appointed to his position by City Manager Roger M. Evans to succeed John W. McEvoy. As the water superintendent from 1938 to 1939, Hail designed the reconstruction of the [[EAGLE POINT]] water plant. In 1955 he directed the expansion of the plant. Plans developed in 1977 led to a $5.7 million water plant expansion that doubled the city's water-capacity of ten million gallons daily. In recognition of his efforts, Hail was the recipient in 1955 of the George Warren Fuller Award for the Iowa section of the American Water Works Association. In 1990 he received an award from the American Water Works Association for fifty years of service.
