Boaters who were using the site were angered with the Dubuque Dock Commission heard plans of Dr. Donald C. Sharpe to develop a marina including a restaurant, office, sales and storage building, boat well, landscaping, a small children's recreation area and floats for boats ranging from a 15-foot run-about to a 40-foot cruiser.
